Total Quality Assurance. What else is Charterism, the religion
which our Prime Minister is the prophet, except the supreme
example of people "dreaming of systems so perfect that no one
will need to be good?" Does anyone ever ask of the system of
education, "But is the teacher any good?" Or of the whole
apparatus and sloganising of Total Quality Assurance, "But does
the TQA Officer have any taste?"
